Who issues a roof permit in Navarre, Florida?

A re-roof in Navarre is permitted through Santa Rosa County Development Services, at 6051 Old Bagdad Highway, Suite 202, in Milton, on 850-981-7000.

Navarre is unincorporated, which makes this the simplest permitting in the area: there is no city permit on top of the county one, and that holds for Navarre Beach as well as for the mainland. One office, one application, one inspection schedule.

The county takes its permits through the My Government Online system, and a contractor has to be registered with the county first, with the state license, workers compensation and general liability on file. Permits are issued from the county office in Milton rather than locally, so the drive is the county’s problem and not yours.

What did Hurricane Isaias do to roofs in Navarre?

Isaias came ashore just to the east, near Destin, on the evening of October 9, 2026, as a Category 2 hurricane. Homes in Navarre took wind damage, an RV was blown over onto US 98 between Navarre and Gulf Breeze, and across Santa Rosa County more than 100 structures were classified as destroyed and more than 400 as having major damage by October 16.

On Navarre Beach the question after Isaias is the same as before it, only sharper: what the edge metal and the fasteners look like. On the mainland it is lifted and creased shingle, which is easy to miss from the ground. A tarp needs no permit. The permanent repair does, from Santa Rosa County, which is handling roof repairs and re-roofs under expedited permitting. Hurricane Isaias roof damage covers what to do first.

What is different about roofs in Navarre?

Navarre is really two roofing environments with a bridge between them. Navarre Beach sits on a barrier island with open water on both sides and nothing between the roof and the Gulf, which is the hardest roof environment in Santa Rosa County. Mainland Navarre, along Highway 98 and up around East Bay, is sheltered by comparison and behaves more like the rest of the county.

What does a roofer look at first in Navarre?

On the island, the edge of the roof. Wind gets under a roof at the perimeter before it does anything to the field, so the drip edge, the starter course and the fastening within a few feet of the eave and the rake are where we look first, along with every fastener and flashing on the roof for salt corrosion. On the mainland the covering age is the more usual starting point.

What the weather here does to a Navarre roof

On Navarre Beach there is nothing upwind of the roof. Open water gives wind a clean run at the house, which is the worst exposure category the code recognizes, and it is the reason an island roof is specified differently from a roof four miles inland on the same highway.

Salt is the other half of it, and salt works on the metal rather than on the covering. On the island we expect to find fastener and flashing corrosion on any roof that has been up a while, regardless of how the shingle or the panel above it looks. Blown sand adds abrasion on top of that, on the weather side.

Hurricane Isaias came ashore just east of here in October 2026, and before it Sally in September 2020 and Ivan in September 2004 both worked this stretch of coast, with the island taking surge as well as wind. A roof that has sat through any of them has been loaded, and wind damage does not always show as a missing shingle. It shows as a fastener that has worked loose and a course that lifts in the next storm rather than in that one.

What a re-roof in Navarre actually involves

On the island, logistics are part of the job and they should be part of the quote. Everything crosses a bridge. Material delivery, dumpster placement and where the crew can park are all decided before the first shingle comes off, and a contractor who has not thought about that will think about it on your driveway.

The deck is the unknown here as everywhere. Nobody can see it until the covering is off, and on the island we expect fastener corrosion at the same time.

Fastening, underlayment and the secondary water barrier come up to the code in force at the date of the permit. The county inspects the work while the roof is open and again at the end, and the permit does not close until the final inspection passes.

Which covering suits a Navarre roof

On the island, metal with fasteners and trim rated for salt air is the choice that makes sense, and the rating is not an upgrade on a barrier island. It is the job. Metal with the wrong hardware is a roof held down by the part that corrodes first.

Architectural shingle works on the mainland and it is what most of Navarre has. On the island it will not reach the service life it reaches inland, and we will say so before you choose it. A three-tab shingle is not a sensible choice anywhere on this coast and we do not offer it.

Tile is rare here and the housing stock was mostly not framed for it. Where it is already on a house it can be worked with.

How long a roof lasts in Navarre

On Navarre Beach the hardware sets the limit. The roof comes off because of corroded metal rather than because the covering wore out, and it comes off earlier than the same roof would on the mainland.

On the mainland the covering sets the limit and reaches closer to its rated life. The same brochure, two different answers, four miles apart.

Which of the two your house is in is not a judgment call we make from the street. It is a thing we look at and then tell you.

Insurance and your Navarre roof

Florida carriers underwrite on roof age, and an older roof is now a common reason for a non-renewal notice rather than only a higher premium.

A wind mitigation inspection records the decking attachment, the covering rating and whether a secondary water barrier is present. A re-roof is the point at which those change, and it is the only point at which they change.

We document the work so that the inspection has something to record. We are not insurance agents and we will not tell you what a premium will do.

What to ask before you sign in Navarre

Ask whether the quote was written for an island address or an inland one, and what the difference is in the specification.

Ask what the fasteners and trim are rated for, in writing.

Ask how material delivery and the dumpster are handled if the house is on the beach.

Ask how decking replacement is priced per sheet, and ask to see the permit closed at the end.

Where LMS is based, plainly

We are based in Cape Coral, on the other side of the state. We would rather put that at the top of the page than have you find it out later.

The two licenses this company holds, CCC 1335152 and CRC 1334301, are Florida state certifications rather than county registrations. They carry the same weight in Escambia and Santa Rosa counties as they do in Lee County, and licensing is public record, so you can check both before you call. What a state license does not tell you is how far away the contractor sleeps, and that is a fair thing to ask about. Ask it on the phone and we will answer it straight.

What we do in Navarre

In this part of Florida we do roofing only. Roof replacement and roof repair. The remodeling, additions, outdoor spaces and restoration work on the rest of this site is Southwest Florida work and we do not offer it here. It is a shorter list than some contractors will give you, and it is the honest one.
