Hurricane Isaias Roof Damage in Pensacola and Santa Rosa County
What the storm did here, what to do about a damaged roof now, and what the permit offices are asking for.
Limited time offer 4 point home inspection or wind mitigation with any new roof See what is includedHurricane Isaias came ashore near Destin on the evening of October 9, 2026, as a Category 2 hurricane with 105 mph winds, and gusts passed 100 mph across Escambia and Santa Rosa counties. If your roof was damaged, the order is: cover it, photograph it, then have it repaired under a permit by a licensed contractor. A tarp needs no permit. Permanent roof work does, and the state of emergency has not changed that.
This page is for homeowners in Pensacola, Gulf Breeze, Navarre, Pace and Milton. We are pricing roofs damaged by Isaias in this area now, and these are the questions worth settling before anyone starts work.
What did Hurricane Isaias do to roofs here?
Isaias peaked at Category 3 over the Gulf and came ashore near Destin at about 8:30 in the evening on October 9 as a Category 2. West of landfall the wind was still extreme. Gusts of 102 mph were recorded at Pensacola City Hall, about 116 mph on Santa Rosa Sound near Oriole Beach, and 118 mph at Jay, in the north of Santa Rosa County.
Roofs were blown off in Pensacola and Milton, including the roof of a hotel in Pensacola, and homes in Gulf Breeze and Navarre took wind damage. By October 16, Santa Rosa County had classified more than 100 structures as destroyed, more than 400 as having major damage and more than 1,000 as having minor damage, out of more than 7,000 affected.
Most of the roofs that need work now are not the ones with sections missing. They are the ones that look whole from the street: shingles lifted and creased, tile cracked by debris, flashing pulled loose at a wall. Wind damage often shows up as a leak in the next heavy rain rather than on the day of the storm.
Do I need a permit to repair Isaias roof damage?
For a tarp, no. Santa Rosa County's storm-repair guidance says property owners may take immediate temporary measures to protect their property, and gives tarps over damaged roofs as the example. For permanent repairs and re-roofs, yes. The same guidance says a declared state of emergency does not automatically waive building permit requirements or authorize unlicensed contracting. The county is handling roof repairs and re-roofing under expedited permitting, and asks owners to email srcpermits@santarosa.fl.gov before permanent repairs begin.
Inside the Pensacola city limits, Building Inspections takes permit applications online, and its instruction after the storm was to begin storm-related emergency repairs. In unincorporated Escambia County, the county has waived application and inspection fees for permits needed for Isaias recovery until further notice, but permits are still required as usual. On Pensacola Beach, work goes through the Santa Rosa Island Authority before county permitting, and the Authority is waiving its fees as well.
How do I check a roofer after Isaias?
Ask for the license number and look it up on the state's license search before anyone starts work. Santa Rosa County and Escambia County have both warned residents about unlicensed contractors moving into the area since the storm.
Two things have changed for the time being. A temporary state emergency order lets certified general, building and residential contractors do roofing work in the affected counties without subcontracting it to a licensed roofer, and Escambia County is asking contractors doing Isaias repairs there to complete its temporary registration. So the person offering to replace your roof may not hold a roofing license, which is legal for now. If you want one who does, ask. We hold a certified roofing contractor license, CCC 1335152, in our own right, along with a certified residential contractor license, CRC 1334301.
The pressure signs are the same after every storm: a demand to sign today, a large cash deposit, no address, no license number, and an offer to handle your insurance claim. Under Florida law a contractor may not offer to pay or waive your deductible, and may not adjust a claim or interpret your policy unless they also hold a public adjuster license.
What should I photograph before the roof is repaired?
Everything, before anything is moved: every side of the house from the ground, the roof from as far back as you can get, any missing or lifted sections, debris where it landed, and every room where water came in, ceilings included. Wide shots first, then close-ups. Keep the receipts for tarps and anything else you buy to protect the house.
Stay off the roof. Storm-loosened decking is not safe to walk, and it does not look any different from the ground. How a roof tarp should be fastened explains why a weighted tarp does more harm than good.
Is there a deadline for an Isaias insurance claim?
Yes. Under Florida law, notice of a new or reopened property insurance claim has to be given within one year after the date of loss, and notice of a supplemental claim within eighteen months. For damage from Isaias, the one-year window closes in October 2027. Your insurance company decides what your policy covers, and it is the one to call about a claim. We are not insurance agents or public adjusters, and we do not interpret policies.
Should an Isaias-damaged roof be repaired or replaced?
A repair is right when the damage is local and the roof around it still has life: a section of lifted shingle, a few cracked tiles, a flashing pulled away at one wall. Replacement is right when the damage is spread across the roof, when the decking has moved, or when the roof was near the end of its life before the storm. A roof put on after Hurricane Sally in 2020 is a different case from one that has now sat through Ivan in 2004, Sally and Isaias.
Either way, the work is done to the code in force on the date of the permit, and this whole coast sits in Florida's wind-borne debris region, so the fastening and the rating of the covering have to meet that standard. We will tell you which one your roof needs and put it in writing. A quote that prices a full replacement without saying why is worth asking about.
